The Hampstead School District is using the Three-Tier Model of reading support. This is an instructional approach aimed at identifying students at risk for reading problems early and providing interventions with the goal of bringing students to grade level. This focus on early reading success at the elementary level is important because being able to read well is critical to students' success in every subject.

As part of the Three-Tier Model, all students receive Tier I reading instruction under the direction of the classroom teacher.  This includes instruction in phonics, reading fluency, comprehension, vocabulary development, writing and spelling. Students receive between 60 and 90 minutes of Tier I instruction from their classroom teacher daily. Some students require extra time and more targeted instruction in order to meet grade level expectations. This extra instruction takes place in the form of a Tier 2 or Tier 3 group, depending on the intensity of remediation needed.  Tier 2 and Tier 3 instruction provides students with an additional 30 - 45 minutes of targeted, small group reading instruction daily. Tier 2 instruction is typically provided by the classroom teacher.  Tier 3 instruction is provided by a specialist and may take place outside the classroom during the tiered instruction block.
